I think what's really wanting is to have a full Access Control List based system.
Any user should be able to access any listing with whichever permissions we want that user to have for that listing.
The current owner/listing assignment system is very lacking

This is so a manager that works for the owner can manage check-ins/outs but not have access to financial data.
