Fee name should drive the classification
It should be that regardless of the name, the "type" should drive the classification. Something to consider. In this case, the name of the tax per the state is literally Hawaii's "Green Fee" so my preference is to be able to call it that. In the meantime, I changed 'fee' to 'tax' in the description. It seems to have took!
If you do change it so that the type drives the classification, please let me know because I'd like to change it back.
