Allow to resend quote for lead in status 'quote_sent'
It should allow Property Manager to send quote again from Pipeline even though lead status has been changed to 'quote_sent' as sometime, guest negotiates for a better deal and we need to send quote again to the guest.

When you resend a quote to somebody that has already had a quote this doesn't send, we need this to work.
