Keep last choice as default in "show active properties only" section of properties tab

Currently the platform doesn't keep the last choice as default in the property section of the website. When choosing to “show active properties only” the property manager has to make that choice every single time they log back on to the site, rather than just keeping that default.

    defaults for things like this should be set in the agency settings area.
    Each agency should be able to set their default for this view along with default for state of new lead "booked, blocked, on hold, etc"

    Basically anywhere there are choices and a default is set, we should be able to set our prefered default states.
